Ikushima informs her intention to resign to take responsibility for failing to make Yoshinobu shogun. Disturbed with Tenshoin's involvement in politics, Ii begins to clamp down dissidents and asks her to reveal whereabouts of Saigo who was maneuvering to bring Ii down.
