Jiko shows up and tells the council he will go talk to Hiram. In Neotopia Jiko and Hiram talk and Jiko tries to persuade Hiram to let Zed and Roia go. Hiram refuses saying Zed needs to be controled. Meanwhile Herik and some other Ulbalkians watch from above. Can Jiko find a way to get Hiram to lift Zed's punishment? And what is Heirk and the other Ulbakians planning?
