Somebody has employed several men to hunt down as many Bronze Sphinx butterflies, a protected species by law, as they can. When they are arrested, the men admit that they are following the orders of Eva Glibstone, the oil baron's wife. Drak, the mayor of Ultrapolis calls the police station and demands that the men be set free without charge and left to continue with their business.
Arthur's aunt Rita, the environmental assistant for the city, is furious when she finds out and accuses Drak of bowing down to powerful business men.
It is not long before Pigeon Boy is on the case, stopping the butterfly hunt, and unearthing the strange reason behind Eva's behaviour.
