Ciccone investigates the death of a student attacked in a bar by a small-time delinquent incapable of following the rules. Witnesses remain silent, and no one finds the courage to reveal what happened: they are all afraid of the attacker's possible retaliation.

The police station is under pressure from the operation against the Sansone clan. Ciccone is distracted by his mother, who asks for help with a bag snatching. Meanwhile, the police discover that drugs are being transported through Naples' underground tunnels. Wiretaps reveal the imminent arrival of a large shipment.
